A government of the people. This form of government has origins of Greece, Rome, South Asia, and North and South America. In the earliest democracies including the one in Athens, all Athenian citizens had the right to participate in the decision making. But women, slaves and people not from Athens were not granted citizenship and so, therefore, couldn't participate. Many governments did this and limited the people who could participate in the democracy.
