The Taika Reforms were written in 646 by the Emperor Kotoku. They were based on Confucian ideas and Chinese philosophy, and were meant to bring about a greater civilization and enhance the imperial power. There were four main parts to the Taika Reforms,
  1. Abolishment private land and worker ownership.
  2. Establishment of a central capital.
  3. Establishment of population registers.
  4. Reinventing the system of taxes.
