Some African societies had rulers who excercised control through a hierarchy of officials in what can be called states and others were organized around kinship or other forms of obligation and lacking the concentration of political power. Stateless societies had forms of government but instead of having power in a ruler, families or the community held most power. Stateless societies had little concentration of authority.
